The Bear Valley Exchange - Information, Concerns, & Ideas 

We are excited to announce the upcoming redesign of the Bear Valley Community Services District (CSD) website. Generally, a government website should be redesigned at least once every 3 to 5 years. This is because technology, design trends, user expectations, laws, policies, and regulations evolve over time.&nbsp;Our primary goal is to provide the community with a user-friendly, accessible, and informative online platform that adheres to the best practices for government websites. The redesigned website will feature a modern and intuitive interface, improved navigation, and updated content better to serve the needs of the Bear Valley Springs community.Benefits of the Redesign:<ul><li>Enhanced user experience with a clean, modern design and improved navigation</li><li>Streamlined access to vital information and services</li><li>Increased transparency and communication between the district and the community</li><li>Mobile-friendly design for easy access on-the-go</li><li>Compliance with accessibility standards to ensure all users can access the website</li></ul>Roadmap for Development:<ol><li>Gather community feedback and define goals and objectives for the redesign</li><li>Develop wireframes and mockups, create new content, and optimize existing content</li><li>Implement design and functionality, conduct thorough testing for accessibility, usability, and performance</li><li>Finalize content and design, migrate to live environment, and perform last-minute tests</li><li>The official launch of the redesigned Bear Valley CSD website</li></ol>A tentative timeline for completion is 13 weeks, but we will become more certain as the project progresses. This software is purpose-built for online community engagement, and is designed to drive inclusive, transparent, and measurable collaborative learning, discussion, and debate.In short, it lets you learn about what is going on, and then tell us what you think, share your ideas, voice your concerns, and ask questions in one centralized location. It also gives us the ability to quantify your responses into reports that will inform the board about how the community feels and thinks about the projects and initiatives they are pursuing.Why did you choose EngagementHQ as the platform?The short version &ndash; the cost is affordable, the platform is robust yet easy to use, and the services provided on the back end help us deliver a positive experience for you. About this website - The EngagementHQ Project

<h1>Project History</h1>In 2012 the Board of Directors instructed staff to develop long-term plans to address gate conditions. These plans included:<ul><li>Relocating the gate building to facilitate safe turnaround and traffic merging</li><li>Automated entry using a license plate reader or transponder</li><li>Changes to the exit lane to improve safety and reduce speeds</li><li>Relocation of the Brown Lane intersection to eliminate traffic conflicts</li></ul>There were several starts and stops between 2012 and 2018. The project was a high priority for the Board of Directors when Bill Malinen was hired as General Manager in September 2018. After reviewing the proposed $1.4-million project, the Board and General Manager determined that the total project cost was unaffordable. Instead the Board and General Manager focused on two high-impact, low-cost portions of the project. <h2>Gatehouse Security System Reduces Crime</h2><div class="fr-img-space-wrap"><img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/86a52ad411550939363a54bf1ab9a64488bb3c68/original/1637361330/4b62fde2263a04fbc1ff7be8a1e7ae6b_Police_Reports.png?1637361330" alt="An yellow and green down arrow indicating that crime has dropped, with a 74% decrease in mail theft at the bottom of the arrow">Crime reduction in the first year after the Gatehouse/RFID system installationThe Gatehouse Security System has improved security for all residents while creating a revenue stream - the RFID stickers - that paid for the system. The urgency of installation was due to the excessive forgeries of gate passes and unverifiable phone-in passes. The first year after launch saw all types of police reports significantly reduced.</div> <h2> </h2><h2> </h2><h2> </h2><h2> </h2><h2>Gate Drainage Project</h2><img src="https://s3-us-west-1.amazonaws.com/ehq-production-us-california/7cfa1597a9ba8cc33f58ac1d02cc6f6050378645/original/1638997621/ab8f8aa95e7b210e156d2effbe284f61_IMG_2458.JPG?1638997621" style="width: 511px;" class="fr-fic fr-dii" alt="Orange rocks, each larger than a basketball, on the side of a ditch with a dump truck in the distance">Once the Gatehouse software improved security, we looked to address the most critical infrastructure item - drainage. The negotiated price for correcting drainage issues was $600,000. This project was internal until Public Works Director Van Wagoner left, so we hired Transtech to complete the project analysis and design and provide construction management. During this time, we discovered that the 2015 storm that caused the mudslide at the gate was a &quot;1000-year-storm,&quot; and our &quot;100-year-storm&quot; design would not have prevented the incident from occurring.We moved ahead with cleaning and improving the existing channels and installing rip-rap to make them last. This modification to the plans enabled us to complete the project for $150,000 instead of the $600,000 we had anticipated.
