Consultation has concluded. 

The Board of Directors has asked us to seek your guidance and input on increasing the Special Police and Gate taxes by presenting you with a poll. 

We ask that you read all of the material presented here and ask any questions you have. This will allow us to address your concerns and ensure that the information presented is as complete as possible. 

Before the July Board meeting, we will publish the poll and publicize it as widely as possible. The results of the poll, plus all of your comments, will be presented to the Board of Directors.

The primary revenue source for the General Fund, which is the home for the Police and Gate budgets, is property tax revenue.

From the outset, neither the Police tax nor the gate tax fully funded their departments. The General Fund has filled the shortfalls, but this practice is both unsustainable and it negatively impacts the District's ability to obtain infrastructure bonds. 

The core of "why?"

Given that Special Tax revenues do not increase, yet expenses increase and are outpacing the increase in property taxes, the General Fund will soon not be able to keep up with the cost. The police and gate are currently draining the General Fund's reserve. The reserve fund, which is presently over $1million, will fall below the required minimum within seven years. Within 12 years, the General fund will fall below the amount needed for normal operations. This is why we hope to address these structural deficits. 

Increasing the Police and Gate Special Taxes will stabilize the General Fund Reserves and better position the community to address infrastructure needs. The increases do not need to be significant.

    The roads and water system are tied together since the water mains, and service lines run under the roadways. We are currently searching for an engineering firm to assess the condition of the water system. Until that is done, we cannot make concrete plans for a significant overhaul of our roads. However, we will be able to increase funding for pothole and delamination repairs and address the roads department equipment needs. I highly recommend contacting Bill Malinen, our General Manager at the CSD, if you're looking for specifics. He is familiar with the budget, the water system RFP, and the Roads needs, and he's always happy to speak with residents.

    Neither model chosen by the Board contains an inflation escalator, but both will stabilize the general fund reserve, police, and gate for 20 years.

    We aren't sure why past boards haven't made a point of addressing the issues, and the original taxes set in 1996 and 2006 did not include inflation escalators. There was a measure to increase the Police Tax in 2016, but it did not receive the support of residents. Both the Gate and Police Taxes require a supermajority vote to pass.

    1. The 1996 tax only covered 65% of the police dept. Why? We do not know the mindset of those who made that decision 26 years ago since we don't have any first-hand knowledge and not much in the way of records/minutes. Here is what we do know: According to Measure A (passed in May 1997), the tax was restricted to salaries and benefits and expressly excluded capital improvements and the construction of a new police building. During the 1996-1997 fiscal year, personnel costs were 94% of the dispatch budget and 80% of the police budget.
    2. Why was dispatch terminated if their funding was from property tax and 911? Why couldn't those funds go to the police department? After losing the Tehachapi dispatch contract in 2016, the only sources of revenue for both police and dispatch were the $280,000/year special tax and property taxes. In 2017 when the District outsourced dispatch, there was not enough property tax revenue to fully fund both police and dispatch services. The District was dipping into its General Fund reserves (savings account) to cover the deficit, which was unsustainable. There were no funds to transfer to the PD, just less drain on the reserve fund.
    3. Gate: again, revenues passed did not cover operating expenses. Why? We do not know the mindset of those who made that decision 16 years ago.
    4. Were the budgets not followed for gate and police, or were the proposed amounts incorrect? The proposed/approved amounts have always been insufficient to fund operations.
    5. Need detail on salary/benefits for police and gate. How many employees, hours, rates, and benefits? You can find this information on the bvcsd.com website in the Documents Library under Budgets. 
    6. What is 'rents' income from: 174k? These are property leases. We lease land to Grimmway and Valley Sod in Cummings Valley, and there is a grazing lease on the back side of the valley below the shooting range.
    7. What is parks and rec, roads, services, and supplies detail? There are expense summary sheets in the "supporting documents" section of the budgets found on the bvcsd.com website.

You state tax not increased since 2006, 1996 with link to the proposed budget.. there is no history on it. I have added the 1997 Special Police Tax (measure A) and the 2006 Special Gate Tax (measure F) to the documents library on this site. There have been no adjustments since voters approved these ballot measures in 1997 and 2006.

Need detailed analysis on actual condition of water infrastructure. Because our staff does not have the specialized equipment or technical expertise to assess the condition of underground, pressurized water lines, we issued an RFP for water system analysis but didn't get any responses. Therefore, we are continuing our search for a firm qualified and interested in helping us assess and prioritize our water system repair needs.

    The two options presented are those that the Board chose to move forward with. Scenario 1 is the minimum amount to sustain the PD and gate for the next 20 years.
    Director Jenson requested a scenario where the PD is eliminated entirely. The General Manager discusses this scenario in his video presentation.

If we could get a more clear amount of how much per home owner would be needed during property tax and would it increase over the years or could you do a one time increase in the taxes that stay that way for a few years?     Hi Brandy, 

    There is NO inflationary escalator in either model, both models are one-time increases.

    Right now we pay $75/gate and $85/pd or $155 per year.

    Model 1 is $100 Gate, $180 PD. This is a yearly difference of $125 or a $10month difference in our escrow payments for property tax. This minimal model keeps the gate and PD sustainable for 20 years.

    Model 2 is $165 Gate, $300 PD. This is a yearly difference of $310 or $26/month difference in our escrow payments for property tax. This model ensures 20 year sustainability and rebuilds the General Fund reserves.

    Hi Diane, I know the financial models are difficult for anyone who doesn't speak math (including me  ). The Model 2 scenario that rebuilds the reserves is the result of the $165/year gate and $300/year police tax model. Right now we pay $155/year for both, so it would be an increase of $310/per year. Although it is collected via property taxes if you break it down into a monthly cost for the sake of those of us who pay our taxes through escrow, it's $25.83 per month or an additional $12.91 per month over what we currently pay.
