In 2018, the Board of Directors approved $150,000 in fiscal years 2018/19, 2019/20, and 2020/21 to replace outdated guardrails. The district has a total of 60 guardrail locations, all original installations. In October 2018, the district hired Willdan to inventory all guardrail installations and do a condition assessment.

Of the 60 locations, only two met current standards. Twenty-two were found to have damage. Of those, 5 were deemed high priority. A priority list was established based on location, and a multi-year approach was provided.

    On September 14, 2021 the Department of Public Works sent Requests for Proposal (RFP) to Alcorn Fence Company and Surface Constructors. The project was also posted to BlueBook.com and emailed to an additional 15 contractors. All bids were due October 5, 2021 by 2 p.m. Alcorn Fence was the only bid received.

    The 2021/22 fiscal year budget line item for guardrail repair allocates $75,000 to the project. Alcorn's bid came in $10,729 below the budgeted amount. The contract was awarded in October 2021.

    Locations include:

    • Deertrail near Paramount intersection
    • Deertrail back side
    • Deertrail north of Greenwater
    • Deertrail near Starland

    Work began on November 8, 2021 and was completed within 1 week.

    Phase two included eleven locations:

    • Jacaranda between 24220 and 24231
    • 24231 Jacaranda
    • 27501 Sklyline
    • 22700 Saddleback
    • 24601 Deertrail

    Alcorn Fence Company came in at low bidder for Phase 2 at $152,616.80. The contract was awarded in July 2020. In September 2020 there was a change order that saved the district $1,818.35, bringing the cost of Phase 2 to $150,789.45. Phase 2 was completed in November 2020.

    Phase one included 4 locations:

    • Cumberland Hill
    • Stirrup way west of Territory Way
    • Two locations on lower Deertrail

    The project was put out for competitive bidding and received two proposals. Alcorn Fence Company was the low bidder at $114,804.74. Phase 1 was completed in November 2019.
